Alternative Text (Alt Text)

Alt Text is the creation of descriptions of photos, graphs, tables, charts, math expressions, and other visual elements within a text. This description allows a visually impaired reader to imagine an image that a sighted person can see.

Digital accessibility of images can be divided into three distinct categories:

  • Simple : The Alt Text for simple images is a short sentence or phrase. Simple images include logos, icons, simple photographs, images of text, and decorative images.
  • Moderate : Moderate images require a short, introductory description as well as a longer description that conveys their purpose. Sample moderate images would include people or animals with background scenery, room layouts, and high-level maps.
  • Complex : Images that are complex need a short, introductory description and a paragraph or more to complete a full description. They include charts, graphs, and detailed drawings.

The Web Content Accessibility Guidelines (WCAG 2.0) are internationally recognised recommendations for improving web accessibility. The WCAG describes how to make web content more accessible to the disabled, not limited to the visually impaired. Web ‘content’ refers to all information such as text, images, sounds, and code or mark-ups that define structure, presentation, such as equations, tables, formula and such.

Web Content Accessibility Guidelines (WCAG) 2.0 covers a wide range of recommendations for making web content more accessible. Following these guidelines will make content accessible to a wider range of people with disabilities, that include blindness and low vision, deafness and hearing loss, learning disabilities, cognitive limitations, limited movement, speech disabilities, photosensitivity or a combination of these. Following these guidelines will also make web content more usable to users in general.

The WCAG has four main principles that can be described with a mnemonic (POUR). It stands for:

  • Perceivable: Information must be presented to users in ways that they can perceive it.
  • Operable: User-interface components, navigation, and structure must be operable.
  • Understandable: Information and the operation of the user interface must be understandable, and structural elements should be used in a meaningful way.
  • Robust: Content must be robust enough so that it can be interpreted reliably by a wide variety of technologies, including assistive technologies.

The essential WCAG directives are that:

  • Images have Alt Text, which enables you to read the text even when you can't see the image.
  • Colour contrast between foreground and background is sufficiently strong.
  • Text can be resized according to user preference.
  • Headings are correctly used. This means that they should not be just ordinary text made to look big and bold.
  • Links should make sense by themselves. Instances of links that just say ‘Click here’ or ‘More’ are not acceptable. But a link that says ‘Skip to content’ is.
  • Tables are used to tabulate information and to have proper headings and summaries.
  • Visual presentation is defined in ‘style sheets’ and is not embedded in the pages.

In order for a Web page to conform to WCAG 2.0, all conformance requirements must be satisfied. WCAG provides three 'conformance levels'. These are known as Levels A, AA and AAA. Each level has a series of checkpoints for accessibility - known as Priority 1, 2 and 3 checkpoints. If your website falls below Level A it is almost certain that disabled users will struggle to use the website. It is best to use a testing service to verify if your website conforms to the Web Content Accessibility Guidelines 2.0.

Americans with Disabilities Act (ADA) 1990 is a civil rights law that prohibits discrimination against individuals with disabilities in all areas of public life, including jobs, schools, transportation, and all public and private places that are open to the general public.

Section 504 of the Rehabilitation Act of 1973 prohibits discrimination against people with disabilities in programmes that receive Federal financial assistance, and this set the stage for the enactment of the Americans with Disabilities Act (ADA) 1990.

ADA 1990, is a civil rights law that prohibits discrimination against individuals with disabilities in all areas of public life. This includes all places that are open to the general public.

Section 508 of the ADA made it mandatory for Federal agencies to make their electronic and information technology (EIT) accessible to people with disabilities. Publishers in the US have been given time till 18 January 2018 to comply with this legislation.

The 508 Standards and 255 Guidelines were jointly updated by the U.S. Access Board to ensure consistency in accessibility across the spectrum of information and communication technologies (ICT).

The goals of this update include:

  • Enhancing accessibility to ICT for people with disabilities
  • Making the requirements easier to understand and follow
  • Updating the requirements so that they stay abreast with the changing nature of the technologies covered.

The EU Directive 2016/2102 on the digital accessibility, published in December 2016, requires all member states to adhere to accessibility guidelines for digital content. The guidelines include technical specifications for the accessibility requirements. It also specifies a methodology for monitoring the conformity of websites and mobile applications with the accessibility requirements in the directive.

The member states have been given a deadline till 23 September 2018 to transpose the Directive into National Law. They need to let the commission know which national bodies will be responsible for enforcing the directive and monitoring its implementation.

Digital inclusion is the European Commission’s effort to ensure that everybody can contribute to and benefit from the digital economy and society. Digital inclusion is being made possible through some of the activities supported by the European Commission such as:

  • Making ICT more accessible for all and fostering new methodologies for technology development (design for all)
  • Supporting the development of Assistive technologies that assists people with disabilities for enabling them to perform activities that they have not been able to do before and to interact better with technologies.
  • Empowering citizens to fight marginalisation and social exclusion.
  • Increasing the participation rate of disadvantaged people in public, social and economic activities through social inclusion projects.

One-sixth of the EU population or eighty million people have disabilities ranging from mild to severe. These people, who are often prevented by their disability from taking part in society and the economy. The European Disability Strategy (2010-2020) highlights the EU’s renewed commitment to a barrier-free Europe for disabled persons. The strategy builds upon the UNCRPD directives. It also complements Europe 2020 (the EU’s strategy for smart, sustainable and inclusive growth) and the European Charter of Fundamental Rights of the Lisbon Treaty.

The Equality Act 2010 (EQA) came into force in October 2010 replacing the Disability Discrimination Act 1995 (DDA) in England, Scotland and Wales. It was introduced with the intention of dealing with the issue of disability discrimination. The EQA prohibits discrimination by providers of services, goods and facilities. Though not specifically expressed, it has been interpreted that the reference to the "provision of a service" applies to commercial web services.

The EQA code that came into effect on 6 April 2011 provides authoritative advice on those provisions of the EQA relevant to service providers.  The Code explicitly states that websites are included under the ambit of the EQA for the provision of services: "Websites provide access to services and goods, and may in themselves constitute a service, for example, where they are delivering information or entertainment to the public."

In the UK, one in five people are reported to have disability of one or the other kind. The UK government has recently amended the Communications Act 2010 by introducing a new legislation, the Digital Economy Act 2017 directing that service providers comply with directives intended to provide greater accessibility to the disabled. With regard to services relating to the provision of information, Section 20(6) EQA says: "the steps which it is reasonable for [an information service provider] to have to take include steps for ensuring that in the circumstances concerned the information is provided in an accessible format."

The Marrakesh Treaty was meant to facilitate access to published works for persons who are blind, visually impaired, or otherwise visually impaired (MVT). The Treaty was adopted by seventy- nine member countries of the World Intellectual Property Organisation (WIPO) on 27 June 2013.

The Treaty clarifies that beneficiaries are those affected by a range of disabilities that interfere with the effective reading of printed material. The broad definition includes persons who are blind, visually impaired, or print disabled or persons with a physical disability that prevents them from holding and manipulating a book. Works "in the form of text, notation and/or related illustrations, whether published or otherwise made publicly available in any media", including audio books, fall within the scope of the MVT regime.

India was the first country to ratify this treaty. The Indian government has set up a regulatory mechanism under the Ministry of Electronics and Information Technology to enhance India’s role in global platforms of internet governance. The ministry’s programmes and guidelines are introduced to ensure the e- development of India as the engine for transition into a developed nation and an empowered society.

Alongside the initiatives to improve web accessibility to the disable the Accessible Books Consortium promotes the production of e-books and other digital publications in accessible formats (braille, audio or large print) for persons who are blind, visually impaired or otherwise print disabled. The increasing availability of e-books and other digital publications provides an unprecedented opportunity for persons with print disabilities to become readers with access to a variety of content.

Aware of the business benefits, publishers and authors are eager to explore and develop the advantages that e-books offer, ensuring that more e-books are fully accessible to this segment. With the objective to make e-books accessible to all, the signatories of the charter endeavour to test digital publications for accessibility. This is done by incorporating appropriate feature descriptions and metadata and adopting all the technologies available for improving accessibility. Ensuring that more e-books are fully accessible can happen only if publishers, authors and other stakeholders focus on this issue at a practical level. This will require ongoing R&D and the adoption of technologies that are already available and upgrading them as improvements are made.
